Abstract

This article intends to demonstrate that the Brazilian Federation is a powerful institutional mechanism of environmental protection, as a single state may serve as a laboratory of successful environmental policies using the cooperative federalism who allows the state to build rules regarding environmental protection according to the differences among Brazilian biomes. Furthermore, the federal environment regulation builds unit and a minimum protection standard.
