Abstract

The 1988 Constitution provides that “all power emanates from the people” with participation and social control over public management. Increasingly frequent corruption scandals raise a question: What characteristics make up our social and economic formation to justify so often our passivity in the face of growing scandals in our politics, economy and society? It is through the understanding of the expression “social control” in its various aspects and a brief analysis of one of the classics of the formation of this country, Raízes do Brasil by Sérgio Buarque de Holanda, who sought answers. We conclude that the current dominant concept of social control, as a control of society over the state, is recent. It is delicate to develop the social control of the public thing considering the Brazilian social and economic origins rooted in personalism, favoring personal interests, lack of valorization of work, low organizational capacity and miscegenation.
